Lithium Battery Testing Lab in India: IS 16046 Part 2 & Capacity Rule
The MeitY order dated 3 February 2026 mandates rated capacity verification in IS 16046 (Part 2) compliance for portable sealed secondary lithium cells and batteries. The test conforms to clause 7.3.1 of IS 16047 (Part 3):2018 and uses a discharge at 20°C. Safety testing alone is no longer sufficient where the new rated capacity verification requirement applies. What Does IS 16046 Part 2 Cover for Lithium Battery Safety?
IS 16046 (Part 2):2018 covers the safety of portable sealed secondary lithium cells and batteries and is aligned with IEC 62133-2:2017. The tests examine how a cell or battery responds to misuse such as short circuit, overcharge and heat. The standard is under registration with the BIS as per compulsory registration order.
Buyers may see IEC 62133-2 testing and IS 16046 Part 2 testing mentioned separately, but they are closely related through the applicable Indian and international safety standards. They point at the same safety base. So far the standard has required makers to state rated capacity but offered no uniform method for checking it. MeitY has issued Order No. W-47/14/2024-IPHW to plug that gap after complaints of wrong declarations.
How Is Rated Capacity Tested at 20°C?
Rated capacity is verified through the discharge test specified in Clause 7.3.1 of IS 16047 (Part 3):2018, which is based on IEC 61960-3:2017. The cell or battery is charged and then discharged under controlled conditions at 20 °C. The laboratory checks the delivered capacity against the value declared on the product. The standard specifies the conditions for charging and discharging the cell or battery. The resulting measurement is used to verify the declared rated capacity:
- Safety test: checks the safety of the product in case of misapplication. The result is assessed against the applicable requirements of the standard.
- Rated capacity test: Checks whether the product delivers the rated capacity declared on its label. Compared to the specified value, measured at 20°C.
What Is the Timeline for New and Existing BIS Registrations?
The BIS implementation timeline sets different requirements for existing licensees and new applicants, with the applicable requirements taking effect from the dates specified in the BIS guidelines. The BIS guidelines dated 10 February 2026 set out the steps for implementation. Existing licensees valid until 30 April 2027 must comply by this date. If the validity period is longer, compliance is required by the licence expiry date. BIS will not issue a licence after 30 April 2027 unless the capacity result is included in the test report. If you also need energy efficiency testing services for other products, confirm the applicable standard and testing scope separately with the laboratory.
Applications may be considered on the undertaking that the capacity report will be submitted before the expiry of the licence. That relief will no longer be available after 30 April 2027. Always refer to the latest BIS document before deciding the dates and confirm the requirements with a BIS testing lab before submitting your application. This is important for anyone doing BIS lithium battery registration testing.
What Does the New Test Report Show?
BIS has released a Unified Test Report Format (UTRF) for IS 16046 (Part 2).The UTRF refers to the MeitY order and includes the discharge performance result at 20°C under Clause 7.3.1 of IS 16047 (Part 3):2018. Now the capacity result is in the same report with the safety results.
Together in one place for the reviewers. Confirm that your lab reports in the current UTRF. Old format reports can delay a response.
What Does This Mean for Power Banks and Portable Devices?
Many portable devices and power banks are using sealed secondary lithium cells. Capacity result is applicable where the cell or battery is registered under IS 16046 (Part 2). The label figure must match what the product delivers. Verify the registration pathway for your product.
If you are a power bank seller, then a power bank testing lab in India can test your cells and packs. ACE Electronics work includes power bank and portable electronics testing. Same is the case with these portable lithium battery testing needs and Li-ion cell testing India.
EV batteries take another route. They have different criteria and methods of testing. Instead of, if you are interested in traction batteries read about EV battery testing labs in India.
What Should You Send to the Lab? Samples, Documents and Turnaround
If you are looking for a lithium battery testing lab in India, have your model details and declared rated capacity ready. Add your BIS registration or application status, where applicable. The sample size and list of required documents depend on the applicable standard and your BIS case. Check with the lab before sending anything, and request a quote. Turnaround time and cost will vary depending on the testing scope.
Select a BIS recognized laboratory and ask for its written scope. That will tell you if your test is covered exactly.
Why Choose ACE Test Labs for Lithium Battery Testing?
Ace Test Labs & Metrology Pvt. Ltd. is a NABL accredited testing laboratory in India and follows ISO/IEC 17025. It is BIS recognized and works across electronics, electrical and mechanical testing. Manufacturers and importers requiring more than one type of test may use one laboratory for multiple needs. ACE also provides battery testing services for other battery types. Scope still counts. Before you book, make sure your exact test is covered. That includes the rated capacity test of Clause 7.3.1. Request the current scope of writing and then send your samples.
FAQs
Is rated capacity testing mandatory for lithium batteries in India?
Yes, for portable sealed secondary lithium cells and batteries as per IS 16046 (Part 2). The MeitY order will be implemented from May 1, 2027. BIS has laid down steps for existing licensees and new applicants.
Which clause covers the rated capacity test?
IS 16047 (Part 3):2018, Clause 7.3.1. It is in accordance with IEC 61960-3:2017. The test measures the flow rate at 20 °C.
Does passing IS 16046 Part 2 safety tests cover capacity?
No, the safety test and the capacity test are not the same. You also need the capacity result in the report.
Do power banks need the capacity test?
Yes. If the cells or batteries are covered by IS 16046 (Part 2) registration. Verify the path to register your specific product.
