LED Light Testing Lab in India: What Changes After the IS 10322:2026 and IS 16102:2026 Deadline
The window for concurrent running of India’s revised LED lighting standards closed on 2 August 2026. A test report based on an older edition of IS 10322 or IS 16102 may not support a new BIS application after the transition period, so manufacturers should confirm the applicable 2026 requirements. This is where an LED light testing lab in India is needed by manufacturers and importers to check what their product line still needs.
It is contingent upon the product. A street light and a self-ballasted bulb are covered by different clauses. In addition to the core safety program, compliance testing now includes areas such as EMC testing for lighting products.
What Changed on 2 August 2026
BIS has amended 3 linked standards viz. IS 10322 for luminaires, IS 16102 for self-ballasted LED lamps and IS 16614 for double capped LED linear lamps. The base luminaire standard was revised to IS 10322 (Part 1):2026, aligned to IEC 60598-1:2024, with Part 5 product-category sections revised in parallel. IS 16102 (Part 1):2026 covers safety, while IS 16102 (Part 2):2026 covers performance. It makes self-ballasted LED lamp testing relevant for manufacturers reviewing their existing test reports against the 2026 requirements.
This does not mean that every model has to be fully retested. It means that the technical basis of the last report has to be checked against the present edition, model by model, as the result depends on the construction and category of that model. Manufacturers can consult a BIS approved testing lab to review their existing reports and identify the testing requirements applicable to each model.
Which Products Are Affected
IS 16102: Part 1 covers safety and Part 2 performance for self-ballasted LED lamps. A lamp can pass one and still need work on the other. If BEE star labeling is also applicable, discuss the scope with an energy efficiency testing lab.
Luminaires, fixed fittings, recessed downlights, street or flood lighting, are covered by their own IS 10322 Part 5 section depending on what the product is and not what it is marketed as.
New Test Fields: IPX9, EMF, Photobiological Safety
IPX9 evaluates protection against high-pressure, high-temperature water jets and may apply to lighting products where the relevant standard or product category requires this level of ingress protection.
EMF safety checks the electromagnetic emissions in normal operation and the existing EMC requirements.
IEC 62471 is a photobiological safety standard that determines whether the optical radiation from a lamp can be hazardous to the eyes or skin. Where applicable, IS 16102:2026 introduces requirements related to photobiological safety and risk-group assessment; manufacturers should confirm the applicable assessment and marking requirements for their model with an LED light testing lab in India.
None of these apply to all products in all configurations. Check with your lab to confirm which apply to your specific model.
Retesting Without Costing you your Timeline
- Take the exact model number and build, not the marketing name
- Compare your current report edition against the 2026 requirements
- Confirm that the product has changed since the report was issued
- Check your BIS registration or Change-in-Scope needs
- Check with the lab on sample quantity and required documents
- Ensure the scope of NABL Lab is covering the required tests
Some models may need more testing, some may not - check with BIS or your lab, don't assume either way.
Why Brands Send Samples to ACE Test Labs
ACE Test Labs & Metrology Pvt. Ltd. is a NABL accredited testing laboratory in India. We work to ISO/IEC 17025:2017 in the area of electronics, electrical and mechanical testing including lighting. As an LED light testing lab in India, we support manufacturers in reviewing applicable testing requirements for their lighting products. NABL accreditation for the relevant test method can support the credibility and regulatory use of a test report, but manufacturers should confirm the applicable BIS requirements and laboratory scope.
Not all testing is within a laboratory’s scope of accreditation Not all reports are issued with an ILAC-mark Recognized For example, IEC 60598-1 report with ILAC logo. Before submitting your samples, check what tests your product needs and if these tests are included in the scope of the NABL accredited testing laboratory.
Documents & Samples to be Prepared
Product samples, specifications or data sheets, circuit diagrams where applicable, technical drawings, model details, and prior test reports or photographs may be required for Lamps and Luminaries Testing Services. Sample counts, documentation requirements, and turnaround times vary by product type, so confirm the requirements for your specific model with ACE Test Labs.
Performance Testing and Safety Testing
Safety testing checks for shock, fire hazard, insulation and construction. Performance testing – light output, efficacy and color consistency, through LED luminaire testing and LED light testing services appropriate to the category. Most products need evidence from both as a model may pass one but not the other.
Quick Post-Deadline Checklist
- Identify the standard that applies to each model.
- Compare the version of the report to the 2026 requirements.
- See if the product itself has changed.
- Verify that the lab has NABL accreditation for the test you need.
- Verify BIS requirements. Send samples & documents.
- File the updated documentation with your compliance files.
FAQ
What are the requirements for LED lights after August 2026?
Luminaires will be covered under IS 10322:2026, self-ballasted lamps under IS 16102 (Parts 1 and 2):2026 and linear lamps under IS 16614 depending on the category.
Is BIS registration mandatory for LED lamps and luminaires?
Yes, BIS registration is required for products covered by the applicable Compulsory Registration Order. Manufacturers and importers should confirm whether their specific LED product falls under the relevant BIS scheme.
What is the difference between safety and performance testing?
Hazards of safety checks like risk of shock and fire. Output, efficacy and color performance checks were performed. Most products need both.
Can a current registration remain under the old standard?
After the concurrent-running period ends, manufacturers should review whether their existing models and BIS licences remain aligned with the applicable 2026 requirements. Confirm the status of each licence directly with BIS.
Exploring Your Product Range
The product looks the same but you just can’t assume an old report covers the current edition. Test each model against the 2026 requirements using lamps and luminaires testing services designed for the current standards. For assistance in reviewing your product line, applicable standard, required tests, samples and documentation, please contact ACE Test Labs if you are involved in manufacturing, importing or distributing LED lamps or luminaires in India.
